Shopify provides tools to calculate and collect sales tax, but merchants remain responsible for their own compliance. When Shopify is not collecting tax, the cause is often a missing registration, an incomplete tax setting, a product or customer exemption, or a jurisdiction where the merchant has no obligation.
Common reasons Shopify is not collecting tax
Collection is not configured
Merchants must enable tax collection in Settings → Taxes and duties for every region where they are required to collect. If a nexus state is missing, Shopify will not charge tax for that destination.
The business is not registered
Some states and countries require a sales tax permit or other registration before a business may collect. Add the relevant registration information after confirming the obligation with the tax authority.
There is no nexus
Merchants generally collect tax where they have a physical or economic connection. If the business has no employees, inventory, property, or sufficient sales in a state, Shopify may correctly charge no tax there.
The product is tax-exempt
Taxability varies by product and location. Digital products, clothing, groceries, medications, and other categories may be exempt or subject to special rules in some states. Review product classification and the tax setting for each SKU.
The customer is tax-exempt
Resellers, nonprofits, government agencies, and other qualifying customers may be exempt. Verify the certificate before setting a customer as tax-exempt and keep the documentation with the customer record.
Shopify Markets is incomplete
International merchants must configure collection for each relevant country or region. If tax settings are disabled for a market, Shopify will not collect VAT, GST, or other applicable tax there.
A manual override is set
Manual rates, tax overrides, and an unchecked Charge tax on this product option can prevent collection even when tax is required. Review overrides whenever a product, market, or taxability category changes.
The destination has different rules
Some states do not impose a statewide sales tax, while others have special local or product rules. A zero result may be correct, but verify the destination’s current requirements before assuming the configuration is working.
How to troubleshoot Shopify tax collection
- Confirm where the business has physical and economic nexus.
- Verify the sales tax permit and registration information.
- Review collection settings for each required state or country.
- Confirm the product is taxable and correctly classified.
- Check customer exemption status and certificate validity.
- Review Shopify Markets, shipping locations, manual rates, and overrides.
- Place a test order for a taxable destination and inspect the tax calculation.
- Reconcile Shopify reports with marketplaces and filing records.
Shopify can calculate tax at checkout, but it does not replace filing and remittance. A merchant must still submit returns and pay tax according to each jurisdiction’s schedule.
