How to File Sales Tax Online in Oklahoma

Oklahoma sales tax is filed online in OkTAP, the Oklahoma Taxpayer Access Point run by the Oklahoma Tax Commission, on the Oklahoma Sales Tax Return (Form STS-20002-C). For most permit holders the return is due on the 20th of the month after the sales were made, and a return is required for every period even when no tax is due. If the 20th falls on a weekend or state holiday, the report is due the next business day.

Who has to file, and how often

Every vendor responsible for collecting and remitting Oklahoma sales tax must file a return for every period. The Commission says a sales tax permit is needed if you sell tangible personal property on an ongoing basis, and no permit is issued for occasional sales; those are reported only when a sale is made, marked as a "casual" sale.

Remote sellers are covered too. Under 68 O.S. Section 1392, a seller without a physical presence in Oklahoma that made more than $100,000 in Oklahoma taxable sales in the preceding or current calendar year must register and collect Oklahoma and local sales tax on sales delivered or sourced to an Oklahoma address. Semiannual filing is not automatic. The Commission's rules say you should not begin filing semiannually until it notifies you in writing that its records have been updated, and the authorization can be revoked, for example if your liability exceeds $50 in any month or you become delinquent.

Higher-volume filers have an added requirement. Permit holders whose returns average $2,500 or more per month, measured by the previous fiscal year, must participate in the Commission's electronic data interchange program. Under the Commission's rules in OAC 710:65, those filers remit on a split schedule: tax on sales from the 1st through the 15th is due on the 20th of the same month, and tax on sales from the 16th through month end is due on the 20th of the following month. Because that schedule is set by rule and applied to your account, confirm with the Commission which one applies to you.

Before you start: get into OkTAP

You need an Oklahoma sales tax permit before you can file; our sales tax permit overview explains the process. In OkTAP you register under Register for a Business, then Business Registration, and choose to register or add a sales, use, or wholesale tax permit. Once approved, the Commission provides an OkTAP account number along with your permits.

Before filing, gather your gross receipts for the period, your exemption totals by category, and net taxable sales for each city and county you sold into. The Commission's rules also treat electronic filing as the default. Under OAC 710:65, sales tax registrants who began reporting after June 1, 2007 file through the electronic funds transfer and data interchange program unless the Commission grants an exception, and an exception lasts twelve months. The rules describe an exception as available when you have no computer or internet access at home or work and no preparer who does. Paper Form STS-20002-C, mailed to the Commission at PO Box 26850, Oklahoma City, OK 73126-0850, remains the paper option for those with an exception.

Step-by-step: filing an Oklahoma return in OkTAP

The Commission publishes an OkTAP guide, Filing Returns and Making Payments. It walks through these steps. Screens and line numbers can change, so use the on-screen help links as you go.

  1. Sign in to OkTAP and open the account you are filing for by selecting its Account ID.
  2. Select File Now next to the period you are filing.
  3. Complete the green fields. White fields are calculated from what you enter. The Complete Instructions link and the question mark icons next to each field explain individual lines.
  4. Report sales and exemptions. Enter total sales, then complete the Sales Tax Exemption Schedule for any deductions. Form STS-20002-C also has a separate line for food and food ingredients eligible for the state's 0% rate.
  5. Complete the City/County Tax Computation. OkTAP pre-populates it from the sites registered with the Commission. Use Edit Table to enter net taxable sales for each city and county, or Import to upload a spreadsheet of city and county codes and sales.
  6. Save or submit. Save and finish later if you are not done, or submit and enter your OkTAP password to confirm.
  7. Schedule payment. From the confirmation screen, select Schedule Payment to move to QuickTax Payments, where the amount is filled in. You can pick a future payment date. Keep the confirmation number.
  8. Check the status. A submitted return shows as Pending until the Commission processes it, then Processed.

Local tax and rate pitfalls

Oklahoma's state rate is 4.5% of gross receipts from the sale or rental of tangible personal property and from specific services, and county and municipal taxes are added where they apply. The return reports state tax and then a separate city and county total from the STS-20021 schedule, so a wrong location means a wrong return.

The Commission's guidance on where to charge tax is direct. If you sell at your place of business, use that location's rate. If you deliver to a customer elsewhere, use the rate at the point of delivery where the purchaser receives the product. Two other return details trip people up. Food and food ingredients eligible for the state 0% rate under HB 1955, effective August 29, 2024, go on their own line. And sellers that primarily sell prepared food must check whether prepared food was more than 75% of the prior calendar year's total sales; if it was, all food sold is taxable as prepared food.

Due dates and the weekend rule

Monthly returns are due the 20th of the month following the month of the sales. Semiannual returns are due July 20 for January through June and January 20 for July through December. You can see them alongside other states on our Oklahoma sales tax due dates page.

If the due date falls on a Saturday, Sunday, or observed state holiday, the report is due the next business day. In 2026, for example, the 20th lands on a Saturday in June and a Sunday in September and December. The Commission's rules also treat a return or payment sent by mail as filed on the postmark date.

Filing a zero return

You must file for every period, even if you had no sales or no tax is due. The Commission's Form STS-20002-C instructions say returns must be filed for every period even if the return reports no amount subject to tax or no tax due, and to leave lines blank where there were no sales. If this will be your last return because you have gone out of business, tell the Commission by checking the out-of-business box and giving the date.

Amending a return

File an amended return for each reporting period in which errors occurred or amounts need updating. If you filed through OkTAP, you can amend online. If you filed on paper, file the amended report the same way and write "AMENDED" at the top. The paper form also has an Amended Return box to check.

Payment methods

The Commission says it accepts these forms of payment:

  • ACH debit or ACH credit: Electronic funds transfer and e-checks are accepted for many tax types.
  • Credit card: Listed by the Commission as an accepted payment form.
  • Check or money order: Include your taxpayer identification number on the check. The paper return instructions ask for a separate check with each return.
  • Cash: Accepted by the Commission.

If you cannot pay in full with the return, the Commission says to file by the due date anyway and pay what you can. You are then billed for the balance plus penalty and interest, and the bill explains your options. If you still cannot pay in full, contact the Collections Division to set up a payment arrangement.

Penalties and interest for late payment

Interest at 1.25% per month applies to the tax liability from the due date until the date it is paid. The Commission's return instructions apply that rate for each month or part of a month the return is late.

The penalty for all business taxes is 10% of the tax due. On the sales tax return, the 10% penalty applies if the return and remittance are not postmarked within 15 calendar days of the due date. The Commission's rules also provide for a 25% penalty if a vendor fails or refuses to file within ten days after written demand, and 50% where a deficiency is due to fraud with intent to evade tax.

Penalty and interest may be waived at the Commission's discretion, for example when the failure to pay is satisfactorily explained or resulted from a mistake of law or fact. After you pay the tax, you can request a waiver through OkTAP, with the facts explaining what prevented timely filing or payment. The rules require waiver requests in writing with supporting facts.

Common mistakes to avoid

  • Skipping zero returns. Every period needs a return, even with no sales.
  • Using one rate for every sale. City and county tax follows the location of the sale or delivery, so report each jurisdiction separately.
  • Starting semiannual filing early. Wait for the Commission's written confirmation before you switch.
  • Putting food sales in the wrong place. Eligible food has its own line, and the prepared food test can make all food taxable.
  • Losing the payment confirmation. Keep the OkTAP confirmation number after you schedule payment.
  • Missing the weekend rule. A due date on a weekend or state holiday moves to the next business day, not the prior one.
